Mr. Miles has 38 years of experience in government finance, with the last two years spent as the Finance Director for the twelve Community Development Districts that comprise the local government for The Villages, Florida. He is responsible for the administration of over $700 million in municipal revenue bonds issued for recreational, utility and infrastructure construction within The Villages.
The preceding six years were spent with Government Services Group, Inc. (GSG). During his work at GSG he served as the Chief Financial Officer for the Florida Governmental Utility Authority (FGUA), Key Largo Wastewater Treatment District, The Crossing at Fleming Island Community Development District and the St. Lucie West Services District, all government entities. He was instrumental in establishing required internal controls and budgeting, accounting and capital planning processes for each government. During this time he participated in the issuance of over $200 million in new municipal utility bonds and administered over $300 million in outstanding municipal bond issues, primarily pertaining to utilities. The FGUA received five consecutive awards for Excellence in Financial Reporting from the Government Finance Officers Association, with a sixth pending during Mr. Miles tenure.
Mr. Miles served as Director of Finance with the City of Greenacres, FL., for more than 12 years where he was responsible for complete supervision of all city budgeting, capital planning, finance and accounting, management information services, risk management and purchasing, as well as auditing of public service, insurance and other remittances by tax collectors. During his tenure at the City, the City received eleven consecutive awards of the Government Finance Officers Association (GFOA) Certificate of Excellence in Financial Reporting. The City also received ten consecutive GFOA awards for Excellence in Budgeting.
Prior to his city service, Mr. Miles served in the United States Army Finance Corps for 21 years, retiring as a Lieutenant Colonel. His service included three years in the Pentagon preparing the Army’s Research and Development Budget for presentation to four Congressional Committees.
Mr. Miles holds a Bachelor of Science degree in Industrial Management from the Georgia Institute of Technology and a Masters in Business Administration from The Citadel. He is a Certified Government Finance Officer.
